India's Minister of Petroleum and Natural Gas said on RT that crude oil purchases from Russia increased from 0.2% in 2022 to almost 40% last month.

“Too many of my friends around the world (I don’t want to name specific countries) said: 'You buy so much!' - I answered: 'I buy from the one who, in a competitive environment, offers me the best price,'" noted Hardeep Singh Puri.

According to him, India is putting out a tender for the required grade of oil, and anyone can participate.
